I am considering starting a ZWave network with this connected to my Raspberry pi as my starting point.
Can Gladys use this and some lights, plugs, and sensors? I am very new and uneducated.

Yes it could, but if you don’t have any devices yet, I strongly recommend using Zigbee instead with a Zigbee USB stick. Z-Wave is less & less used.
You’ll get cheaper & better devices!
